This 25-page article, published by the North Carolina Department of Public Instruction in 2008, provides an overview of how schools can and should be reinstated to their rightful place as a key community hub that simultaneously reinforces student education and growth, while supporting the diverse needs of the community the school serves. North Carolina General Assembly, § 115C-12: Powers and duties of the [School] Board generally.
This document lists all of the legal rights, powers, privileges, and the like that the N.C. State Board of Education has over public education in our state. Of particular interest here is point (35), which states that the State Board of Education should:
“... Encourage Local Boards of Education to Enter into Agreements Regarding the Joint Use of Facilities for Physical Activity. - The State Board of Education shall encourage local boards of education to enter into agreements with local governments and other entities regarding the joint use of their facilities for physical activity. The agreements should delineate opportunities, guidelines, and the roles and responsibilities of the parties, including responsibilities for maintenance and liability.”

U.S. Department of Education - Full Service Community Schools Program:
This resource is a competitive, national grant that awards upwards of six-million dollars to twelve schools/organizations across ten states per year. While current availability of funds, due to the recent shift in policies under the Trump administration (as echoed by Secretary of Education Betsy DeVos), remains unclear, this may be a resource communities opt to consider for obtaining financial backing for future Joint-Use Facilities.
